1. PURPOSE

This document establishes the charter for PROJECT LISTENER, a classified initiative under joint oversight of the National Aeronautics and Space Administration and REDACTED.

2. MISSION STATEMENT

PROJECT LISTENER shall conduct continuous monitoring of deep space radio frequencies for the detection, recording, and analysis of structured electromagnetic signals of potential non-terrestrial origin.

3. OBJECTIVES

3.1. Establish a dedicated receiving facility capable of 24-hour monitoring of the 1400-1427 MHz frequency band (the "water hole").

3.2. Develop protocols for the identification and classification of anomalous signal patterns.

3.3. Maintain absolute operational security regarding any positive detection events.

4. FACILITY

A dedicated receiving installation, designated ECHO-1, shall be constructed at REDACTED, Nevada. Location selected for:

5. PERSONNEL

All personnel require Level 4 security clearance minimum. Additional specialist positions may be added as operational requirements dictate.

6. FUNDING

PROJECT LISTENER shall be funded through REDACTED with an initial allocation of $REDACTED. Funding shall be renewed annually pending program review.

7. REPORTING
